libuemf: sync with upstream version 0.2.5
(we were already in sync but the readme did not reflect that)
Only code change:
wmf_free was renamed to uwmf_free in uwmf.h/c to prevent name
conflict, see https://bugs.launchpad.net/inkscape/+bug/1616844
